Afterwards, he founded Housing Enterprise for the Less Privileged (HELP) in 1986, andtwo years later, he quit the law firm, and focused more on HELP.Beginning in 1990, Cuomo became the Chairman of the New York City Homeless Commission, until 1993, which increased his net worth somewhat. He then became the Assistant Secretary for Community Planning and Development of the Department of Housing and Urban Development. In 1997 he was promoted to the position of Secretary of HUD, and stayed on in that position until 2001, largely increasing the overall size of his net worth.
